Globus job submission gatekeeper

Production Globus gatekeeper running VDT 1.1.12 (globus 2.2.4) plus 950 patch. Job managers available:

• jobmanager-condor: jobs directed to the crs cluster
• jobmanager-lsf: jobs directed to the cas cluster. The gatekeeper includes patches for Bugzilla 950
